FMCS OVERVIEW - FOREIGN MANUFACTURERS CERTIFICATION SCHEME
If you are a foreign manufacturer looking to sell your products in India, you must obtain a Licence for foreign manufacturer and get an ISI/BIS certification before releasing your goods on the Indian market. This certification is crucial because the ISI brand is the most recognized and trusted brand in India, and most Indian buyers search for it before making a final purchase. Obtaining the certification will not only help you bring your products to the Indian market but will also encourage customers to buy your products.
Thanks to globalization, producers and service providers can now provide their products in several countries. India has historically been the most economical and sought-after site for global manufacturing when compared to other countries. Despite some big companies making sizeable investments in the Indian market, few companies in a row are investing in the manufacturing sector.
If you want to do the same, you should be aware of the rules and specifications set forth by the BIS (Bureau of Indian Standards). Before a product may be sold, according to BIS, it must be tested, labeled, and subject to compliance enforcement. In this case, BIS uses the FMCS (Foreign Manufacturers Certification Scheme) to certify items.
The Indian government compelled overseas manufacturers to obtain a Licence for foreign manufacturer certification to provide premium goods. There is no denying that India’s economy has grown as a result of the wave of liberalization. The massive expansion of foreign market participants got more robust over time. After 30 years, the Indian market saw significant foreign market penetration. To maintain product standards, it is crucial to emphasize the various certifications from other nations. Justification for merely product standards exists as a result of certifications. Distributing highly standardized items to the broader population is crucial, though.
FMCS, or Foreign Manufacturers Certification Scheme, is a program that operates under BIS authorization. Under the BIS Act of 2016 and the Bureau of Indian Standards (Conformity Assessment) Regulation of 2018, it is made available to foreign producers. Products that fulfill the required Indian criteria are eligible for this licence, which has been issued. Standards may also be included in both mandatory and optional certifications
The ISI Certificate for utilizing Stand Mark on products adhering to the Indian Standard Standard is issued to overseas producers that produce some of the goods that have earned a position on the list. All IT goods and electrical products, except for those specified by Deity, are covered under the FMCS program. The certifying division of international manufacturers issues the certificate. Every product that complies with Indian Standard standards is given a certificate, either required or optional. The ISI Certificate is awarded to a product that has been produced, produced, and tested under the Indian Standard. Then, this product has this typical character.
QUALIFYING GROUNDS FOR FMCS SCHEME
The “Licence for foreign manufacturers” can be an important consideration for those seeking ISI accreditation under the FMCS program. The program allows companies based outside of India to participate, but foreign manufacturers must ensure they meet all requirements to receive the necessary accreditation.
- Assuring that all items are graded under Indian Standard Specifications.
- On the plant grounds, manufacturing facilities must be present.
- Product testing should be carried out in line with the International Standards Organization (ISS) or Indian Standards Specification. This must be agreed upon on the manufacturing grounds.
- The manufacturer must agree to the pricing structure for testing.
- To utilize the FMCS service, the terms of the certificate must be acceptable to the firm and manufacturer.
APPLICATION PROCESS FOR FMCS LICENCE
The BIS authority calibrates the application once the application procedure has been registered. If there is any uncertainty, the interested party will be contacted by phone or email.
- The applicant is informed of the visit by a BIS representative. It is planned to take an hour.
- The official will examine select samples for independent testing while concentrating on inspecting the production facilities and testing standards.
- The applicant must cover both the charges of the official visit and the examination before submitting their application to the processing authority.
- The certificate can be renewed for an additional year, extending its validity to one year.
REQUIRED DOCUMENTS FOR FMCS ISI MARK CERTIFICATION
Since the BIS online application system was just recently implemented to gather and manage the information, the documentation component of the FMCS system for BIS is fairly straightforward. Before the project begins, the applicant must have access to the following crucial documents:
- Documents proving factory/company registration
- Flowchart for the manufacturing process
- Manufacturing capabilities on-site as well as, if relevant, a manufacturing outsourcing arrangement.
- enough testing infrastructure
- QC metrics and their history
Accept the test and inspection schedule, yearly labeling charge, laboratory product test report, and other data under BIS standards, etc. The entire list of papers is available upon request from BIS.
BIS STANDARD MARK
The BIS Standard Character, also known as the ISI Character, is made up of the Indian Standard Number at the top and the Licence Number, such as “CM/L-XXXXXXXXXX,” at the bottom. The Bureau of Indian Standards bestows this designation upon successful BIS certification.
If a foreign manufacturer wants to export their goods to India, they must obtain a Licence for foreign manufacturers from the Bureau of Indian Standards (BIS). The BIS product certification program seeks to guarantee the high caliber, long-term stability, and dependability of consumer goods. (Items include toys, iron and steel goods, textiles, chemicals and petrochemicals, electronics and IT, solar energy, and toys.) To obtain the certificate that serves as a trade barrier for India, the foreign manufacturer must pay the application charge, procedure price, site visit fee, test fee, and licensing money. It also takes six months or longer to obtain this certificate. Without BIS certification, the foreign manufacturer cannot export their goods to India.
