As per the latest notification issued by the Ministry of Chemicals and Fertilizers, HDPE (High Density Polyethylene) woven sacks have been brought under mandatory BIS certification through amendments to the Quality Control Orders (QCOs). BIS Quality Control Order for HDPE Woven Sacks

Under the Bureau of Indian Standards Act, 2016, the Central Government has notified amendments to multiple QCOs covering HDPE and PP woven sacks used for cement packaging and mail handling.

As per the amendment orders issued on 5 January 2026, BIS certification is now compulsory for:

  • HDPE/PP woven sacks for packaging of 50 kg cement
  • PP woven, laminated, block bottom valve sacks for cement
  • PP/HDPE laminated woven sacks for mail sorting, storage, transport, and distribution

These orders were issued in public interest after consultation with BIS.

Effective Date of Mandatory BIS Certification

Although the amendment orders were published in January 2026, the mandatory compliance date has been clearly specified. BIS certification will become compulsory from 6 October 2026.

Manufacturers must ensure that only BIS-certified HDPE woven sacks are produced, sold, imported, or used in India after this date.

Applicable Indian Standards

Manufacturers must comply with the relevant Indian Standards (IS) as notified by BIS for HDPE and PP woven sacks. Products must:

  • Textiles – Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement: IS 16709 : 2017
  • Textiles – Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution: IS 17399 : 2020

Any manufacturer or importer supplying non-certified HDPE woven sacks after the effective date may face:

  • Legal action under the BIS Act, 2016
