BIS Certification for Gypsum Based Building Materials

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has made BIS certification for Gypsum-based Building Materials mandatory, after consulting the Bureau of Indian Standards (BIS). BIS Certification ensures national standards for both consumers and manufacturers. BIS certification is now a mandatory compliance requirement for Gypsum based Building Materials. BIS certification for Gypsum Based Building Materials, ensures the safety, quality and reliability of the product as it guarantees the product meets stringent quality standards.

Manufacturers of Gypsum Based Building Materials cannot sell or distribute their products in India without the BIS license. Gypsum-based building materials are widely used in the construction industry due to their excellent fire resistance, soundproofing and durability. BIS certification ensures that the products meet prescribed quality norms and are safe for use in construction projects.

Quality Control Order for Gypsum-Based Building Materials

After consulting the Bureau of Indian Standards, the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued a Quality Control Orders (QCO) on the date 6th March, 2024 to regulate the quality of Gypsum Based Building Materials for their production, import and sale.

These orders mandate that specific products comply with Indian Standards and obtain the Bureau of Indian Standards certification. Manufacturers failing to comply with QCOs may face legal actions, including penalties or a ban on product sales.

(1) This Order may be called the Gypsum based Building Materials (Quality Control) Order, 2024.

(2) It shall come into force on expiry of 6 months from the date of publication of this notification in the Official Gazette.

Amendment Order:

1.(1) This Order may be called the Gypsum based Building Materials (Quality Control) Amendment Order, 2024.

(2) It shall come into force on the date of its publication in the Official Gazette.

2.In the Gypsum based Building Materials (Quality Control) Order, 2024, in paragraph 2, after the third proviso, the following provisos shall be inserted, namely:-

Provided further that nothing in this order shall apply to goods or articles domestically manufactured or imported before the date of commencement of this order by the manufacturer certified by the Bureau or manufacturer who has applied to the Bureau for certification or by the importer for the relevant goods and articles and such manufacturer or importer shall be permitted to sell or display or offer to sell such declared stock up to six months from the date of notification of the Gypsum based Building Materials (Quality Control) Amendment Order, 2024, subject to the condition that such manufacturer or importer shall make a declaration to this effect certified by a Chartered Accountant to the Central Government.

Provided also that nothing in this order shall apply for two hundred pieces of required specific size of goods or articles imported for the purpose of research and development by manufacturers of Gypsum based Building Materials per year subject to the condition that such imported goods and articles shall not be sold commercially and shall be disposed of as scrap, and also the manufacturer shall maintain financial year-wise records of such goods or articles and furnish them to the Central Government in its letterhead signed by its authorised signatory.

Penalty for Contravention :

If any person who contravenes the provisions of this QCO  shall be punishable under the provisions of the BIS Act, 2016.

Process to Obtain BIS Certification for Gypsum-Based Building Materials

BIS certification for gypsum-based building materials must follow these steps:

1.Identify the Relevant IS Standard – Determine the applicable BIS standard for the specific gypsum product.

2.Application Submission – Apply online via the BIS portal and submit the required documents.

3.Factory Inspection – BIS officials conduct an inspection of the manufacturing unit to assess compliance with prescribed quality norms.

4.Product Testing – Samples are collected and tested in BIS-recognized laboratories.

5.Grant of ISI License – If the product meets BIS standards, the manufacturer is granted the ISI mark license.

6.Surveillance & Renewal – BIS conducts regular audits and renews certification periodically.
