BIS Certification for Structural Weather Resistant Steel

BIS Certification for Structural Weather Resistant Steel

The Bureau of Indian Standards (BIS) is the national certification body of India responsible for ensuring the quality, safety and reliability of products, including Structural Weather Resistant Steel. The Central Government, Ministry of Steel, after consulting the Bureau of Indian Standards (Govt. of India), has made BIS certification mandatory for Structural Weather Resistant Steel as per specified Indian Standard. BIS Certification India ensures national standards for both consumers and manufacturers. This certification also establishes consumer trust, as it guarantees the product meets stringent quality standards.

Structural Weather Resistant Steel is widely used in construction projects where high strength and resistance to atmospheric corrosion are essential, such as bridges, buildings, and industrial structures. To ensure that the quality of this critical material meets national standards, the Bureau of Indian Standards (BIS) mandates certification under its product certification scheme. The BIS certification assures that the product complies with the relevant Indian Standard (IS), enhancing safety, quality and reliability.

Quality Control Order for Structural Weather Resistant Steel

Ministry of Steel has issued Quality Control Orders (QCO) on the 29th August, 2024, after consulting the Bureau of Indian Standards to regulate the quality of  Structural Weather resistant steel for  their production, import, and sale.

To ensure the safety and structural integrity of infrastructure projects, the Government of India has issued a Quality Control Order (QCO) that makes BIS certification mandatory for Structural Weather Resistant Steel. Under this order, no person shall manufacture, store, import, or sell this steel without the BIS certification. This move aims to eliminate substandard products from the market and ensure uniform quality standards across the country.

The ISI mark, issued by BIS, is a symbol of quality and compliance with Indian Standards. For Structural Weather Resistant Steel, the applicable Indian Standard is IS 11587: 1986, which specifies the requirements for this type of steel. Manufacturers must obtain a BIS license to use the ISI mark on their products. This license serves as proof that the manufacturing process, raw materials and finished products conform to stringent quality requirements.

These orders mandate that specific products comply with Indian Standards and obtain The  Bureau of Indian Standards  certification. Manufacturers failing to comply with QCOs may face legal actions, including penalties or a ban on product sales.

(1) This Order may be called the Steel and Steel Products (Quality Control)Order, 2024.

(2) Save as otherwise provided in this Order, it shall come into force on the date of its publication in the Official Gazette

Penalty for Contravention

Any person who contravenes any of the provisions of this QCO shall be punishable under section 29 of the Bureau of Indian Standards Act, 2016 (11 of 2016).

Why BIS Certification is Important for Structural Weather Resistant Steel

  1. Safety Assurance: It guarantees that the steel meets minimum strength and corrosion-resistance standards, ensuring the structural safety of buildings and infrastructure.
  2. Market Access: BIS certification is mandatory under the QCO. Without it, manufacturers cannot sell or distribute their products in the Indian market.
  3. Quality Consistency: Certification ensures a consistent level of product quality across different batches and manufacturing facilities.
  4. Consumer Confidence: The ISI mark boosts trust among engineers, architects, and buyers who rely on the certified quality of materials for their projects.

Process to Obtain BIS Certification for Structural Weather Resistant Steel

  1. Application Submission: The manufacturer must apply through the BIS online portal under the Simplified Procedure for Domestic Manufacturers (SPDM) or for Foreign Manufacturers (FMCS), as applicable.
  2. Document Review: Submit required documents including test reports, manufacturing process details, and quality control measures.
  3. Factory Inspection: BIS officials will conduct an on-site inspection to verify the production facility, testing capabilities, and quality control practices.
  4. Sample Testing: Samples collected during the inspection are sent to a BIS-recognized laboratory for testing against the relevant Indian Standard (IS 11587).
  5. Grant of License: Upon satisfactory inspection and positive test results, BIS grants the license to use the ISI mark on the product.
  6. Surveillance and Renewal: Regular surveillance audits and re-certification are required to maintain the validity of the license.

Conclusion

The BIS certification for Structural Weather Resistant Steel is a vital requirement that ensures the reliability, durability, and safety of the material used in critical infrastructure. It plays a crucial role in maintaining high standards across the steel industry and protecting end users. For manufacturers, obtaining the BIS license is not only a regulatory necessity but also a mark of credibility in a competitive market. With the growing emphasis on infrastructure development in India, adherence to BIS standards is more important than ever.
