The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade), in consultation with the Bureau of Indian Standards (BIS), has made BIS certification mandatory for safety glass as per the specified Indian Standard.

BIS certification ensures that safety glass meets national quality and safety standards, fostering consumer trust and regulatory compliance. The Bureau of Indian Standards (BIS), India’s national certification body, oversees the quality, safety, and reliability of products, including safety glass.

Safety glass, commonly used in automobiles, construction, and industrial applications, helps prevent injuries from breakage. Manufacturers of toughened glass, laminated glass, and heat-strengthened glass must obtain BIS certification to sell their products in India legally.

Quality Control Order for Safety Glass

Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued Quality Control Orders (QCO) on the date 10th February, 2022 after consulting the Bureau of Indian Standards to regulate the quality of Safety Glass for  their production, import and sale. The QCO enforces stringent quality checks and compels manufacturers to obtain BIS certification for manufacturing and selling their glass products in the market.

The BIS QCO for Safety Glass mandates that only BIS-certified safety glass can be manufactured, imported or sold in India. This regulation helps eliminate substandard products from the market, enhancing consumer safety.

These orders mandate that specific products comply with Indian Standards and obtain the BIS certification for Safety Glass. Manufacturers failing to comply with QCOs may face legal actions, including penalties or a ban on product sales.

(1)This Order may be called the Safety Glass (Quality Control) Order, 2020.

(2)It shall come into force with effect from 1st April, 2023.

Amendment Order:

The Amendment Order was notified by the Ministry of commerce and industry (Department For Promotion Of Industry And Internal Trade) on the date 24th March, 2023 after consulting the Bureau of Indian Standards.

1.(1) This Order may be called the Safety Glass (Quality Control) Amendment Order, 2023.

(2) It shall come into force on the date of its publication in the Official Gazette.

2.In the Safety Glass (Quality Control) Order, 2020, in Paragraph 2, after the second proviso, the following proviso shall be inserted, namely: –

“Provided also that nothing in this Order shall apply to import of safety glass by a vehicle manufacturer for manufacturing up to ten thousand vehicles manufactured in India per financial year:

Provided also that nothing in this Order shall apply to import of up to 5,000 numbers of safety glass per financial year for the purpose of repairs or after-sales service of vehicles”.

  3. Surveillance and Renewal: Post-certification, BIS conducts regular audits and product testing to ensure continued compliance. The certification must be renewed periodically.
